Dax Alexander
 Dax Alexander, P.E.
President

As a Project Engineer, Mr. Alexander has several years experience in road improvements, private site plan design, drainage and stormwater detention design, utility design, municipal drainage projects, road corridor studies, drainage studies, and water system analysis. As President, he oversees the daily operations of this progressive firm and provides supervision to the staff with design of public and private projects along the Mississippi Gulf Coast. He strives to stay on the forefront of innovation and technology that helps clients meet their goals more effectively.   He is also very active in the community, serving on numerous community and educational boards. Mr. Alexander’s specific experience and notable projects include, but are not limited to, the following: St. Patrick High School, Jones Park Improvements, and  Seaway Road Improvements

Bill Mitchell
 Bill Mitchell, P.E., P.S., CCM

Mr. Mitchell is a Registered Professional Engineer, Land Surveyor and Certified Construction Manager with over 40 years’ experience in Civil Engineering and Construction Management in the public and private sector.  He is very knowledgeable of construction practices and regulations along the Gulf Coast and within the State of Mississippi.  Mr. Mitchell has been actively involved in the civil engineering study and design of numerous projects related to water, sewer, and storm drainage; road and highway improvements; waterfront developments and beach erosion / beach renourishment for various municipal and county governments. His expertise has enabled him to be involved with numerous Planning Committees and Community Boards.

Benjamin Smith
 Benjamin Smith, P.E.
Vice President / Principal

Mr. Smith is an experienced project engineer with several years experience in road improvements, traffic analysis, private site development, drainage and stormwater detention design, water, sewer and utility design, and municipal drainage projects. He has been involved in the planning, engineering and permitting stages of numerous private development projects including residential and commercial subdivisions and retail developments. As Vice-President and lead project engineer in our Biloxi and Pascagoula offices, he offers extensive management and engineering skills to any project.  Mr. Smith’s specific experience and notable projects include, but are not limited to, the following: Keesler Gate Project, MGM Park, and Tradition Community Development.

Kevin Mullen
 Kevin Mullen, P.E.
Professional Engineer

Mr. Mullen is a Project Engineer whose primary role involves preliminary and final design, utility and permit coordination, construction observation activities and project budget management on various municipal and private developments. He has worked on a number of major projects involving federal and state funding and has extensive coordination experience with FEMA / MEMA, MS Department of Environmental Quality and several other agencies. A majority of these projects included project management of the Hancock County Utility Authority for construction of their Gulf Region Water & Wastewater Plan Projects - over $100 million total construction. Funding for these projects was provided by Community Development Block Grants as a result of the devastation resulting from Hurricane Katrina. He has also been involved with design of water and sewer systems, drainage, sitework and road improvement projects as well as updates to master plans to assist casinos in obtaining approval of proposed expansions or ancillary facilities.

Nick Gant, P.E.
Professional Engineer

Mr. Gant is a Project Engineer  with several years' experience with water, sewer and roadway infrastructure repairs, as well as site planning for large scale residential, commercial and recreational projects. He joined the BMA team in 2017 and is licenced in both Mississippi and Alabama. Mr. Gant’s specific experience and notable projects include, but are not limited to, the following: College Park Elementary School Sidewalk SRTS, Florence Gardens, and Ocean Springs Football Stadium.

Scott Burge, P.E. 

Professional Engineer IV

Mr. Burge is a Professional Engineer with over 35 years of experience in Civil Engineering. He has been employed in both the public and private sector with project administration, management and design responsibilities for various municipal infrastructure projects involving water, sewer, drainage and street construction projects.  As former employee of MDEQ and former City Engineer for the City of Gulfport, he is very familiar with state and local requirements and procedures.  Most recently an employee of A. Garner Russell & Associates, Mr. Burge joined the BMA team in September, 2018 when the firms merged.  He has worked on numerous jobs along the MS Gulf Coast including the Water & Sewer Master Plan for City of Gulfport, improvements to the Leaksville Lagoon, Hatten Lane Sewer Improvements, and West Fritz Creek Interceptor.

Doug Rackley, P.E.

Professional Engineer

Mr. Rackley has extensive experience in transportation engineering and, as the State Aid Engineer for Harrison County, he manages and provides design for numerous MDOT projects as well as oversees bridge inspections.  In his tenure, he has been involved with the surveying, planning, design, permitting, and project administration of public and private sector projects and numerous municipal projects. He was employed with A. Garner Russell from 1993 until 2018 when he joined the BMA firm.  Mr. Rackley has worked on several projects along the Gulf Coast including U.S. Highway 90 Lighting Project, Debuys Rd. Maintenance Overlay and 28th Street Improvements.

Wyatt Peterson

Professional Engineer

Mr. Peterson joined BMA in January 2018 as a Engineer Intern assisting Project Engineers with planning, permitting, designing and construction observation of various water, sewer, roadway, pedestrian walkway, & marina projects. He worked with BMA for 2 years as part of the Engineering Co-Operative Program while pursuing his engineering degree at Mississippi State University.   Projects Mr. Peterson has been involved with include  Mississippi Aquarium, Downtown Gulfport Streetscape Improvements, T-Hanger Construction at the Gulfport-Biloxi International Airport and the West Biloxi Pedestrian Pathway.

Kristen Rorabaugh, E.I.
Engineer Intern

Kristen joined BMA in January 202 as a Engineer Intern upon graduating from Mississippi State University. Previously, she served as a co-op beginning in January 2020 while finishing her degree. Her project work consists of  beach projects, including piers, outfalls, sea wall improvements, and boardwalks, as well as the Biloxi living shoreline and the West Biloxi Boardwalk. Kristen has a professional interest in environmental/climate resilience, and hydrology.

Engineer Intern

Caitlin joined BMA in summer of 2020 and currently serves as Treasurer for the American Society of Civil Engineers, Mississippi Gulf Coast Branch. Her specific project experience includes Ocean Springs Road reconstruction, Deana Road drainage Improvements, Bay Vista Water Well, Veterans Blvd, Combined Utilities, Harrison County Water & Sewer and Ocean Springs Force Main Relocation.

Brennon Neff
Civil CAD Drafter

Brennon joined BMA in November 2021 and currently serves as a Civil CAD Drafter utilizing Civil 3D for a variety of residential and commercial projects. His experience includes working with engineers and surveyors to create plans for sites which include grading/drainage, stormwater detention, road design, and accompanying utilities (Stormwater, Sanitary, Water, and Fire). Also working closely with surveyors to process point data to create existing conditions, boundary surveys, and processing lidar data for imagery and surfaces.

Patrick Mooney, GIT
Environmental Geologist

Mr. Mooney is highly skilled in the many different aspects of management, particularly with time-sensitive situations, with an emphasis on for fast and accurate turn-around time on a project. His experience in multiple command roles with the U.S. Army has led to a refined and confident demeanor in his professional life. During his tenure at the South Florida Water Management District, his written communication has been crafted and nurtured by the greatest natural resource regulation writers at both the state and federal level.

Chris Seward, PLS

Survey Department Manager

Mr. Seward joined BMA in summer 2022 and is a Professional Land Surveyor with experience in a wide variety of surveys including boundary and topographic surveys, construction layout, flood insurance elevations, tree surveys, and transmission line rights-of-way. He is familiar with title and deed information, as well as the preparation of easements. He is a current member of the National Society of Professional Surveyors and is a member of the Mississippi Association of Professional Surveyors. As a proven leader, his 
professional style and attention to quality management provides quality service to all of BMA’s clientele. 
Specific Technical Experience Includes: subdivision and metes and bounds, topographic surveys, layout for construction from residential to high rise commercial developments including roads, bridges, infrastructure and industrial plants.

Survey Crew Chief

Mr. Adams has over 14 years of experience in land and marine surveying at BMA including boundary and topographic surveys, construction layout, flood insurance elevations, tree surveys, and several hydrographic surveys.  In his role as Survey Crew Chief, he strives to ensure survey data is obtained timely and accurately using state-of-the art Global Positioning Systems (GPS).  In addition, Mr. Adams is a licensed FAA UAV "drone" pilot and performs aerial surveying and mapping when required.

Mr. Jenkins joined the firm in September, 2018 with 3 years of experience in land and marine surveying, construction observation and bridge inspections.  At BMA, his duties consist of collecting data for boundary and topographic surveys, construction layout, flood insurance elevations and tree surveys.  In his role as Survey Crew Chief, he strives to ensure survey data is obtained timely and accurately

CADD Production Manager

Ms. Ellerman has over 30 years experience in design and AutoCAD drafting in civil, survey, marine and environmental projects. She works closely with Project Engineers to provide plans for grading and drainage, utilities, site development, parking improvements and other pertinent project design. As the CADD Production Manager, she oversees all drafting workload to ensure accuracy and timeliness for completion of project plans.

David Towles

Mississippi Licensed Surveyor Intern, CADD Technician (Survey)

As CADD Operator, Mr. Towles offers valuable expertise in drafting and design with 13 years’ experience working with various design software including AutoCAD 2000-2016, Microstation, Eaglepoint, PLS-CADD, Civil 3D and PIX4D.  He has worked on numerous public and private projects, coordinating very closely with Civil Engineers and Surveyors on fabrication drawings, boundary survey drawings, and 3D drafting of utility systems including topographic features. He has also designed subdivision plans under the direction of the Engineer which included design of gravity sewer systems, water run-off and retention.

Mr. Fellows is a retired Navy Seabee (Senior Chief) with 28 years experience in the construction industry. He joined the BMA team in 2013 as a Resident Project Representative and oversees all aspects of construction operations to ensure adherence to the plans and specifications during construction. He  oversees construction of water, sewer and transportation improvement projects along the Coast as well as projects at the Port of Gulfport.

Mr. Laird is a certified wastewater operator with extensive experience with FEMA public assistance operations and compliance. With BMA, Mr. Laird is responsible for monitoring construction progress, field sup-port and liaison with the project engineering staff.

Michelle Phillips
Business Manager

Ms. Phillips has served as Executive Assistant to the President of Brown, Mitchell & Alexander, Inc. for 23 years. She provides extensive administrative support to Upper Management utilizing Microsoft programs, performing accounting related tasks, coordinating their schedules, and serving as liaison between both Mr. Mitchell and Mr. Alexander and their clients. As assistant to the President, she provides support to numerous professional and civic organizations affiliated with the President and organizes many company functions. With exceptional organizational skills, her support to Upper Management allows them to perform proficient project design, administration and timely project completion.  In addition, her functions also include Human Resources/Employee Relations, Accounts Receivable / Payable, Contract Administration and Payroll.

Office Manager - Biloxi Office / Specifications Technician

Janette is the office manager in our Biloxi office and Specifications Technician with experience in a wide range of civil engineering projects. She is very familiar with the proper technical writing format of specifications and procedures for projects with various funding sources, assisting the engineering staff in the development of clear, concise specifications and meeting project regulations and milestones. She is also familiar with specific software utilized by local, state and federal agencies for project administration, including MDOT’s Site Manager.
 As Specifications Technician, she is responsible for all aspects of technical specification production, coordination of the bidding process with project owners, engineers, and contractors and assistance to Project Engineers with contract administration through project completion. In addition, she provides administrative assistance to the staff to help ensure smooth day to day operations.

Dominique Eckford
Receptionist / Administrative Assistant - Gulfport Office

Dominique is an Administrative Assistant at our Corporate office in Gulfport. She coordinates calls for all personal, maintains record of company supplies and assists the Office Manager with accounts payable. She assists the Engineers , Specifications Technician as well as the Business Manager with daily tasks to maintain proper flow of the work duties.
