Brown, Mitchell & Alexander, Inc. (BMA) was selected by the City of Biloxi to be the Engineer of Record and Project Manager for the new main entrance to Keesler Air Force Base and Division St. improvements. The entire project includes a new entrance control facility on Keesler Airforce Base extending down Division Street to I-110. The initial project was completed in 2020, is designed to meet the current anti-terrorism and safety standards required by the US Air Force for all visitors and personnel entering the base.

The City of Biloxi planned for the reconstruction of Division Street as part of the strategic plan to redevelop the area in east Biloxi for better traffic flow and logistical support of Keesler AFB by providing a better more efficient access route onto the base.


Services included: Civil design of the ON and OFF base road meeting both USAF and city objectives entry Right-of-Way acquisition surveys and documents; geotechnical investigations; field surveys and related documents; project permitting; design and preparation of construction drawings and specifications; and complete construction engineering services. Project costs were $9.5 million.
