The City of Gulfport retained Brown, Mitchell & Alexander, Inc. (BMA) for surveying and engineering design services to go through the Federal Highway Administration (FHWA) Local Public Agency (LPA) funded project. This work involved constructing a constructed a new Transit Center and Parking Garage on 20th Avenue in Gulfport, Mississippi for the Coast transit Authority (CTA). 

The existing intersection on 20th Avenue at Highway 90 was too steep to accommodate the CTA buses that would frequently be taking the route to the new facilities. The City of Gulfport needed to rebuild 20th Avenue not only to accommodate the new bus traffic, but also the increased pedestrian traffic to meet ADA guidelines that the garage would bring for Jones Park and the newly constructed Mississippi Aquarium, as well as beautification upgrades consistent with the surrounding developing areas.


BMA worked closely with the City of Gulfport, as well as the Mississippi Department of Transportation (MDOT) LPA Division – who oversees the planning, design, and construction of LPA projects funded by FHWA in the State of Mississippi – to make sure the project achieved the goals of the project as well as the need of FHWA and MDOT to expedite projects toward construction. The project consisted of rebuilding 20th Avenue, including new curb and gutter, asphalt paving, sidewalks, ADA ramps, landscaping, lighting, and traffic signal modifications for pedestrian crossings.
